URGENT: Call to Action! Seeking Feedback on HB 1445
Payment of Wages and Salaries Prepaid Card

HB 1445 eliminates the ability of an employer to pay wages and salaries to an employee by credit to a prepaid debit card or card account without the employee's consent.

Anyone with experience on Question 1 and 2 below, please reach out to Karen Elliot at Eckert  Seamans or Ryan Fierst at the Virginia Chamber of Commerce:

1. We had some members on the VA Chamber Labor and Employment Subcommittee and Small Business Committee ask how prepaid cards are used for payment. Can you share with us your responses? Are they reloadable cards? One time use? What are the fees associated with using these?

2. Some members on the committee felt that it wasn’t going to be a problem to ask the employee to sign something to agree to the terms of the card since they are already required to present them with a written disclosure of the fees. They think it would be a simple process to ask them to sign that written disclosure. As members of the business community who deal with this issue on a regular basis, how would you respond to this?
